Wow. There must be an impressive story behind that one. Maybe someone was driving down the road with the parking brake engaged and let it heat up red hot then drove through a puddle and shattered it? I'm going to add that to my list of wow pictures.
Basically to replace it you'll disconnect the rear drive shaft remove the the bold on the rear yoke. Depending on how stuck on the yoke is, you may need to use a puller to get it off.

That black drum is what you are missing most of. The next thing I'd do is remove the 4 bolts holding the backing plate on and remove the entire emergency brake assembly. From there I'd clean it up and figure out what you have left so you can make a shopping list of replacement parts. Luckly for you, most of those are all available.
Here's a good link on all the parts, what it's supposed to look like etc. I know its for a 3b but you get the idea.
http://www.film.queensu.ca/cj3b/Tech/BrakeCable.htmlI'd also be concerned about that rear yoke. You'll probably want to replace it. How's the transfercase sound? I'd be a little worried about the rear bearing and shaft depending on how the emergency brake was busted up like that.
