I see the problem now (after your pictures loaded). You have to cut the shafts of the wipers back some like I did on my '53. See how close they are to the frame?

I second what Nate spotted. Your hood blocks look to be a bit short, but your real problem is the windshield wiper shaft.  Your motor is not stock, so it needs to be modified.

Shorten the wiper drive shaft, or add spacers between the motor and the windshield.

If they are right, the motor is not the original, it is one new that have just bought in kaiserwillys, I had already thought of cut the cleaner's offspring a little, but it is not a lot what one can make, in a same way, I already proved to remove the motor totally and even so it doesn't seat the windshield in the blocks, for the information that gave me 3A Guru, I should make blocks more big, I would like them to confirm me the measures that  he has given me.

Carlos,
I did a couple things to keep the wiper (cleaner) from hitting the hood.

Your wiper motor looks like an electric motor which is an acceptable replacement, but is not original on a CJ3A.

In this photo, you see the original style vacuum wiper motor.  You also can see that I added spacers.  This shortened the wiper arm on the other side of the windshield…


I also made the decision to make my hood blocks taller than the originals.  My blocks are about 2 3/8”  (6 cm) tall.  This gave me a little more space between the wiper (cleaner) and the hood.

I don’t have a close up of my wiper arms, but in these photos you can see that I have almost no wiper arm shaft on the outside of the windshield.
