Speedo reads at 1/2 speed

Any feed back on this speedo on a CJ3a.    Purchased with a complete gage set but reads at 1/2 speed against my GPS.  0-60 with MS 39021-2 label.   Am running 16" NDT's    Not sure if the Dana 44 is a 4.27 or 5.38 but still would not make that big a difference.   Any ideas would be appreciated

 i had the same issue.... i found that my cable was to long and bound up,, the needle would hand up and stick. the took off a 1/8" at a time ( down at the t case ) till it was right. and checked it with gps as well
