Oddball Characters

I noticed a lot of oddball characters in my threads after the conversion.   At first I thought it might be emoticons that got messed up in the transfer to new forum,   but it is not that.

It seems to occur only in spaces following punctuation.

I also thought it was just me,  but I looked around and see it other places.   This is excerpt from one of AThawk's posts:

I also noticed it. I think it’s only in the post prior the software upgrade. Does it happen with new post?

It might be related with the characters set we are using. We are using ISO-8859. I might upgrade it to UTF-8.

Or it might be related with the censored word list that I need to review.
Willys is better then Ford! Proove? They don't stample their parts for warranty.

The additional characters are even visible in the poll descriptions.
