I like masterseries "silver". It also cures with moisture, but unlike the POR15, it is not UV sensitive. It does leave brush marks though, and the silver color, is, well, very silver. But it's as tough as nails, it can be sanded sometime down the road, and if it chips, it does not let moisture get underneath it if the prep was good.
I've used it as a first coat on rusty metal, then I follow up with epoxy primer and so on if I finish coat it. Otherwise, it can be left as is.
