Are these the nuts you are asking about?

If so there is just a short mention of it in the manual..page 192..

Basically you tighten the inner nut until there is a drag felt when the wheel is turned, then back it off a little..you don't want to feel any looseness in the hub, but you don't want it dragging either..then you just tighten the other nut against the first, with the locking washer in between, and when tight you bend the locking washer to hold everything ...you bend the washer to the outside so you can get it off next time...

Somewhere there is a better explanation, but I'm not finding it right now...

I don't know if there is a torque spec. The lock washer holds everything in place...

The manual is not very detailed....it pretty much describes it the way I did...

Front bearings just need to be snug...not tight...they need to turn freely but without any movement in the hub...sometimes that is a little difficult to get just right.

On bending that lock washer..this sort of a pain, but I tightened the outside lock nut, marked the lock washer with a scribe, then took the washer out and started the bend, maybe half way, put it back together and then after re-tightening the outside nut, I bent the tab the rest of the way to lock the nut in place....

The narrow tabbed washer goes against the bearing, then the nut that you set the pre-load with, then the wide tabbed lock washer, and then the other nut...

After you get it together and drive it check the hubs and make sure one or the other isn't hot...
