hole in the ozone layer

I hope not to get political or anything with this,   but I was told scientists decided that the hole in the ozone layer is supposed to be there to let out toxins from the earth to space, without it there it would all build up, they explained it like when you're driving down the highway and fart, you gotta roll down the window some
