The problem may be the spring. � Some of the aftermarket springs (omix ada) do not react properly to heat and do not expand when warm. � I compared a cheap repro heat reactive spring with a NOS spring and the difference was amazing. �I could put a propane torch directly on the cheap repro spring for ten minutes and it would not move any. �I could use a kitchen match and the NOS spring would expand significantly. � If you have it set up properly and it still does not work, get another spring. �Also, make sure your flapper valve is not frozen due to corrosion. �If so, you will have to spray oil on the shaft ends and slowly work it by hand to free it up. �If it is corroded, it may take several days of penetrating oil and working the valve by hand to free it up. �
Also, when setting up the valve, the spring end goes on top of the protruding end of the z shaped bracket. As the spring expands it exerts a downward pressure which rotates the valve up and open.
