Carb troubles-Carter W-O

For the last week or so, I've been unable to run my 3A. Starts just fine, but the carb absolutely pours fuel out. I've had it apart several times, checked everything out, and I can't seem to find out the root cause. The float sits at the proper level, hasn't sunk, and doesn't have any holes in it. Needles and jets check out just fine. I haven't let it sit long enough to build up any varnish or anything like that.

Is there some type of check valve inside that I'm not seeing, that keeps fuel coming in full-pressure if it's out of spec? Should I just tear it all the way down and rebuild it? I don't believe it's ever been rebuilt.

I'm honestly out of ideas here, guys. I could sure use some help.  :-[

There is no other check valve than the needle and seat. I suspect the needle and seat are bad.

Well, she's up and mobile once again. 8-) I was wrong. The float was sitting about 1/8" off.
