Title: Factory Primer Puddle?

I have been doing a little work on the fenders of "Hoover" . . . my '51 CJ3A project.

I noticed an interesting condition on both fenders.� While sand-blasting with a small handheld blaster, and hitting what appeared to be flaking paint in the corner of fender bracket,� I came across what appeared to be very think primer.

Is it possible that the factory dipped the fenders in primer,� the rear of fender facing up,� and the result was a puddle in this location?

Both of Hoover's fenders have this.� �If the primer "chunks" are removed, there is bare metal under them.

FYI,� the order of coatings on this '3A in every instance is -> 1) red primer,� 2) tan,� 3) forest green, 4) white.

Anyone else ever see this?
