I wish this was the preservation of the original engine,� but the engine that I acquired with Hoover had a cracked cylinder.� . . I bought a replacement engine that "ran when I pulled it",� but the PO stored it outside under a tarp,� and it suffered water damage.
The engine would not turn over,� �this is what I found when I pulled off the head.

I was able to free up the engine,� but obviously with this much rust in the cylinders,� I needed to disassemble and check for the extent of the damage.
The pistons are removed, and the cylinders honed.� I am going to try to preserve this engine, without sending to machine shop.� It is very clean inside,� so was obviously rebuilt recently.� The crank and rod bearings are in very good condition.

I need to order a gasket set for sure, probably a few valves, and a set of piston rings (broke a couple when removing from #1 & #2 pistons). I am wondering what size rings to order. The pistons have 030 stamped on the top, so that would seem to indicate this engine was bored .030 over.
I did some measurements with a 30 year old dial caliper, and snap gage. My skills at measuring may not be extremely precise, but this is what I am seeing.
Top of piston:
3.131 to 3.136
Bottom of piston:
3.141 to 3.152
Cylinder bore:
3.150 to 3.158
If these measurements are accurate, should I order new rings, .030 over?
