This is a problem here: Sometimes, owners seek a title when there isn't one and it's a journey to work through. With your jeep issue, it's easy to say now that it's a global problem.
The only documentation I know of is the Service Manual. It has all the maintenance information in it as well as a description of how the jeep was configured at the factory. The 3A websites are also a good source to use as documentation.
As far as inspections go, maybe there are local French sources, i.e. jeep clubs or restorers that you can contact to see if they know something that could help with how to get it done and any other documentation (like their jeeps).
When faced with an impassable obstacle such as inspections/titles here, most say try the soft friendly approach. It seems that most who try the, "I'm right and you're wrong!" approach when talking with officials almost always fail. Another idea may be when you network with other jeeps, you may find another office that knows more about these antiques.
