Interesting project.  As far as I know, the original DJ3A Surreys/Galas 59-64 used the 4 lug 15" rim and full wheel cover with color coded background behind the "W".  DJ3A Dispatchers 56-63 used the same rim but with the "Dog Dish" hub cap, over "hub nubs" on the 15" rims.  Some 64 Dj3A used a 13" rim, same hub and cap.  The DJ5A postal went to the 5 lug 15" rims. (pic attached of Surrey color options). 
 
Jeepster and 2WD Station Wagon "hub caps" are probably your closest shot if that is what you're looking for, but I don't think they will clear the 4WD hub.  I found this discussion on the "many" variations to the "clips" used for "various specific hub caps" related to using clips...https://www.oldwillysforum.com/forum/index.php?threads/16%E2%80%9D-by-5%E2%80%9D-steel-kh-wheel-hub-cap-clips.14666/

There's a lot of information on the CJ3B Page on Surreys.  I'm not sure if I've seen a 16" hub cap, but I believe if you have the right wheel, the smaller hub caps could be used.  I have seen the "beauty rings" for 16" wheels and there are some images with the smaller hub cap being used with the beauty rings.

This may be a long journey, but if you begin with wheels that have the nubs (or even the clips) that will hold a hub cap, you'd be ready when a set shows up.  Scan ewillys and ebay for offerings.

  Do you want hub caps or wheel covers? Yes there is a difference. Hubcaps are small and leave the rim (the rim is only the outer part of the wheel, not the whole wheel) exposed. Wheel covers, as the name implies, covers the entire wheel, including the rim. Hubcaps don’t care what size the rim is, so I suspect you want wheel covers. You may find 16” wheel covers from something but I don’t think you’ll find any “Willys”, “WO”, or “Jeep” 16” wheel covers. I don’t believe I’ve ever seen any.

I'm helping my daughter rebuild her Grandfathers CJ-3b into a Surrey style jeep. I'm considering 16" rims for a couple of reasons.  Can I get hub caps for 16" rims that have the Willys "W"?  Also in the new rims what would I have to look for to be sure the hubcaps would work?
