I bet it stripped at one point then got fixed with some old school loc-tite (weld).  You're probably going to have to hack it off then weld in a new section of thread off a bolt or weld in some rod then spin a die on to cut new threads.

Thanks Gnome. Mine doesn't have the nut and washer. It looks welded where the shaft connects to the handle. Maybe it sheared off at some point? The thing rattles like crazy and is driving me nuts. Not to mention the wiper falls onto the hood and is scratching it up. If I could just tie it in place somehow I would but there's no easy way to do that. I will post some pics when I can.

There is a nut on the inside that you take off. Then there is a lock washer. The handle pulls off the shaft that goes through the frame. Sometimes, the nut is really rotted and looks like a blob of junk. A hammer might be necessary to tap the shaft out of the handle. Be sure to spray with lots of your choice of penetrating oil. These 3A manual wipers are very hard to find and are sought after. Don't destroy it!

I have a manual wiper on the passenger side. Anyone now how they are supposed to come apart? I can't tell if it's welded. Looks like the handle on the inside comes off the shaft that goes through the windshield?
