Check the fuel pressure. Don't trust the controller.

Cold, I pull the choke and turn the key. the engine tries to start then gas starts blowing back out the carb.  Also as a side note, I have NO spacer on the fuel pump.
Hot, turn the key.

Tell me about your cold and warm starting procedures. Don't leave out any steps.

HINT: Pumping the accelerator pedal before starting will immediately flood the Solex.

I have a 1949 CJ3A with the L134 and a new Solex carb. When I go to start it I get gas filling the intake manifold and blowing out the Carb and will not start. I have a fuel regulator set at 1.5 but that makes no difference. The carb has been rebuilt and checked. Any suggestions?
